Feuding Russian tycoons face London court ruling

LONDON (AP) ? Two Russian businessmen rose to riches together in the chaotic years of post-Soviet Russia and then became archenemies ? and a British judge will soon rule on which oligarch will defeat the other in a multibillion-dollar court battle.

After a seven-month delay, Judge Elizabeth Gloster is expect to deliver a summary ruling Friday to settle the legal feud between Roman Abramovich, the billionaire Chelsea Football Club owner, and self-exiled tycoon Boris Berezovsky.

The feud, the most high-profile commercial case at London's High Court in recent years, has fascinated the British and Russian media with intriguing tales about the tycoons' jet-setting lives and the lawless Wild West years that followed the 1991 breakup of the Soviet Union.

Berezovsky, 66, is a former Kremlin power broker who fled to Britain after falling out with President Vladimir Putin. He sued the 45-year-old Abramovich, who he calls his former friend, prot?g? and business partner, alleging that Abramovich threatened him into selling his stakes in the Russian oil giant Sibneft vastly beneath their value. Berezovsky alleged blackmail and breach of contract ? and is seeking more than 3 billion pounds ($4.8 billion) in damages.

Abramovich has denied the allegations and his lawyer has accused Berezovsky of lying and making up stories.

"I'm an optimistic person, it's in my genes. So, of course, I'm confident that the judgment will go my way," Berezovsky said ahead of the ruling.

Abramovich's lawyers did not immediately respond to calls seeking comment.

Both tycoons were cross-examined and sat across from each other on most days during the four-month trial, which attracted large crowds of journalists, lawyers and spectators.

The case has sparked so much interest partly because of its focus on the two oligarchs' personal, as well as business, relationship. They were said to have become friends after meeting on a private cruise in the Caribbean, built a business empire together, but parted bitterly when their fortunes were reversed.

Berezovsky, a mathematician-turned-Mercedes dealer, amassed his wealth during Russia's privatization of state assets in the early 1990s. In return for backing former Russian President Boris Yeltsin, he gained powerful political connections and access to valuable assets at very low prices.

Berezovsky says he mentored the younger Abramovich, treated him like a son, and founded Sibneft with him and a third partner. Berezovsky claimed that the friendship faltered when he fell out with Putin, at which point Abramovich "intimidated" him into selling his Sibneft shares ? causing him losses of almost $6 billion.

In separate claims, Berezovsky also alleged breach of trust and breach of contract when Abramovich sold Berezovsky's alleged stake in aluminum conglomerate Rusal without his consent.

Abramovich claims that Berezovsky was not his mentor and never owned the stakes ? in fact, he argued that Berezovsky only had a political role in creating Sibneft and never "contributed a single cent" to acquiring or building up the company.

According to Abramovich, he had already paid more than $2.5 billion to Berezovsky for his services as his "political godfather" ? a protector whose political influence helped him do business ? and reluctantly funded Berezovsky's extravagant lifestyle of yachts and vacation homes because he feared retaliation. He doesn't owe Berezovsky any more money, he said.

"Our business relationship was over and yet he still treated me as his 'cash cow' and expected me to fund all of his expenses," Abramovich claimed in a statement. He described Berezovsky as ambitious, sometimes megalomaniacal, and a man who "would often start believing his own PR."

Charged in Russia with fraud and embezzlement, Berezovsky has been living in London since 2001.

Abramovich lives in Russia and is known to some as the "stealth oligarch" because of his low profile, but is widely known in Britain since he bought the Chelsea soccer club in 2003. His wealth is estimated to be 9.5 billion pounds (about $15 billion) by The Sunday Times.

The pair's feud is just one among many lucrative commercial fraud cases dealing with Russia and Central Asia that have found their way into London courts. Lawyers say many wealthy Russians distrust the legal infrastructure in their own country and flock to English courtrooms because they believe they can find fairness there.

Friday's summary verdict will be followed soon after by an extended judgment and lawyers from both sides will meet in the next few weeks to discuss appeals and legal costs.

?Missing? woman unknowingly joins search for herself

A woman who was reported missing from an Icelandic tour unwittingly joined a search for herself.

According to the Reykjavik Grapevine, a woman described as "Asian, about 160cm, in dark clothing and speaks English well" was listed as missing Saturday near the Eldgj? volcanic canyon in southern Iceland.

A search continued through the weekend with reports saying she got off a tour bus and never returned.

It turns out the woman merely changed clothes during the bus stop, and after she returned, those on the bus didn't recognize her.

When the description of the "missing" woman was circulated, apparently the lady who changed her outfit didn't recognize the description of herself. So she joined the search party.

About 50 people searched the area in vehicles and on foot, and a helicopter was ready to assist.

Eventually it occurred to the "missing" woman that she could very well be the person everyone was looking for, and she promptly reported herself as safe and sound to police.

The search was called off early Sunday morning.

Ghana's School of Performing Arts Turns 50

The University of Ghana School of Performing Arts has launched its 50th annniversary with speeches and a variety of? artistic performances.

The launch which took place at the National theatre last week, was graced with the presence of many old students such as Ernest Abbeyquaye,? Kofi Middleton Mends, Prof. Martin Owusu, Nii Kwei Sowah, Doris Kuwornu, David Dontoh, Dzifa Gomashie, Edinam Atatsii, Mawuli Semevor, Akosua Abdallah,? Africanus Aveh? and Nii Okwei Hammond

The Guest of Honour, Dr. Cosmas Badasu who is the Vice Dean of the Faculty of Arts, University of Ghana applauded the School for its hard work so far and promised to deliver on promises that had been made to the School with regard to the completion of their new bulding to accommodate the growing numbers in the school.

The Acting director,Dr. Awo Mana Asiedu, paid tribute to those who had the vision to establish the School and noted that at 50, it was time as a nation to recognize the importance of the School.

She mentioned many achievements of the School which included the development of? human resource for the Centres of National Culture nationwide, education, media and the artistic world as a whole.

The anniversary activities stretches over a three-month period and comprise drama, dance, music and film. There is also a playwriting competition on the cards. All? activities take place on Legon campus.

This month, August, will see Neo-Traditional dance performances on August 24 and 25; Pop Music Concert on August 25 and 26; and Yaw Asare?s Desert Dreams on August 30 and 31.

Many other such exciting activities have been lined up for September and October.

This year, 2012, the School of Performing Arts is? fifty years old. Starting out initially as the School of Music and Drama in 1962 under the auspices of the Institute of African Studies, it became the School of Performing Arts in 1971, comprising two departments, Music and Theatre Arts.

The Theatre Arts Department, at the time, comprised two units, Dance and Drama.? In 1996 Dance studies became a Department on its own, increasing the number of Departments to three. Plans are in place for a fourth department of Media Arts.

The School? offers diploma and two undergraduate degree programmes in addition to graduate level programmes up to the PhD level. The School has a Resident Theatre Group, Abibigromma, made up largely of graduates of the School with a senior member appointed as its Artistic Director.

Frankenstein programmers test a cybersecurity monster

ScienceDaily (Aug. 27, 2012) ? In order to catch a thief, you have to think like one.

UT Dallas computer scientists are trying to stay one step ahead of cyber attackers by creating their own monster. Their monster can cloak itself as it steals and reconfigures information in a computer program.

In part because of the potentially destructive nature of their technology, creators have named this software system Frankenstein, after the monster-creating scientist in author Mary Shelley's novel, Frankenstein; or The Modern Prometheus.

"Shelley's story is an example of a horror that can result from science, and similarly, we intend our creation as a warning that we need better detections for these types of intrusions," said Dr. Kevin Hamlen, associate professor of computer science at UT Dallas who created the software, along with his doctoral student Vishwath Mohan. "Criminals may already know how to create this kind of software, so we examined the science behind the danger this represents, in hopes of creating counter measures."

Frankenstein is not a computer virus, which is a program that can multiply and take over other machines. But, it could be used in cyber warfare to provide cover for a virus or another type of malware, or malicious software.

In order to avoid antivirus software, malware typically mutates every time it copies itself onto another machine. Antivirus software figures out the pattern of change and continues to scan for sequences of code that are known to be suspicious.

Frankenstein evades this scanning mechanism. It takes code from programs already on a computer and repurposes it, stringing it together to accomplish the malware's malicious task with new instructions.

"We wanted to build something that learns as it propagates," Hamlen said. "Frankenstein takes from what is already there and reinvents itself."

"Just as Shelley's monster was stitched from body parts, our Frankenstein also stitches software from original program parts, so no red flags are raised," he said. "It looks completely different, but its code is consistent with something normal."

Hamlen said Frankenstein could be used to aid government counter terrorism efforts by providing cover for infiltration of terrorist computer networks. Hamlen is part of the Cyber Security Research and Education Center in the Erik Jonsson School of Engineering and Computer Science.

The UT Dallas research is the first published example describing this type of stealth technology, Hamlen said.

"As a proof-of-concept, we tested Frankenstein on some simple algorithms that are completely benign," Hamlen said. "We did not create damage to anyone's systems."

The next step, Hamlen said, is to create more complex versions of the software.

Frankenstein was described in a paper published online (https://www.usenix.org/conference/woot12/frankenstein-stitching-malware-benign-binaries) in conjunction with a presentation at a recent USENIX Workshop on Offensive Technologies.

The research was supported by the National Science Foundation and Air Force Office of Scientific Research.

It?s hard enough these days for parents to even keep up with all of the latest technological developments. It?s even harder to stay informed of the latest research on the effects of technology on our children. In our already incredibly busy lives, it?s downright exhausting trying to stay abreast of what technology our children are using and how it is affecting them. It?s nigh impossible to be able to separate the healthy from the unhealthy influences.

Yet, we as parents must look long and hard at the relationships that our children are developing with technology as ?digital natives.? This juncture in our society?s history is critical because, due to the rapid pace of technological change, we simply can?t know how these wide-ranging influences will impact our children or our society. To bury our heads in the sand would be irresponsible at best and catastrophic at worst. We must recognize that there are heightened dangers and heightened opportunities in all that this wired world has to offer. If we get this wrong, we may very well have a world of zombies that used to be our children!

But seriously, without scrutinizing closely the impact of technology on our children, we are putting them at risk for whatever unforeseen threats we allow them to be exposed to, for example, cyberbullying, sexting, inappropriate content, and privacy concerns, and we have only ourselves to blame.

At the same time, this digital world is teeming with incredible opportunities. Social media, for example, offers children the prospects for increased individual and collaborative creativity, social connections, community involvement, exposure to diverse people, new learning experiences, and the development of essential technological skills. Just imagine who the super humans of the future will be. If we can harness all of the amazing technology that lies at our children?s fingertips and make sure they are used as plowshares not swords, we give our children the chance to become those super humans who will flourish as we move deeper into the 21st century.

This goal leaves several difficult questions that we as parents must ask. Can we tease out the benefits that technology has to offer while protecting our children from its harmful influences? Can we really understand and consciously manage the technology in which our children will be immersed, while balancing other academic, physical, artistic, physical, and spiritual activities?? If your answer is ?Yes, I can and yes, I will!,? then your efforts will result in raising what I can Kids 3.0, namely, children who are optimally prepared to thrive in this increasingly connected world. If, however, your answer is ?No? or ?I?m not sure,? then you are potentially opening your children up to a world that they will be overwhelmed by and unprepared for.

The Payoff

It is not my intention to offer you a ?Chicken Little? view of technology or cause you to fear for your children?s lives as they become uploaded, metaphorically speaking, into cyberspace. To the contrary, I want you to learn about all that technology has to offer, the good, the bad, and the ugly. I want to encourage you to seek out the knowledge that will empower you to make informed decisions about your children?s use of technology that maximizes its benefits and minimizes its potential harm.

The payoff for raising Kids 3.0 is immense. First, educating you and your children about technology so your family sees it for what it is, namely, a tool to enhance your lives rather than a force that defines them. Second, raising your children protected from these influences until they are fully prepared to use them wisely. Effect of MitraClip therapy on mitral regurgitation: Clinical and functional improvement for majority of patients at one-year in prospective observational study

Munich, Germany The percutaneous catheter-based treatment of mitral regurgitation with the MitraClip system improves symptoms and cardiac function at one-year, according to results of a prospective observational study presented here today at ESC Congress 2012.

ACCESS-EUROPE (ACCESS-EU) was a multicentre study of the MitraClip system in a commercial setting in 567 patients enrolled at 14 European sites, the largest group of patients evaluated to date. The results were presented by the study's co-principal investigator Professor Wolfgang Schillinger of the Universittsmedizin Gttingen in Germany.

"ACCESS-EU provides further confirmation of clinical and functional benefits of the MitraClip system in a real-world setting at one year," said Professor Schillinger. "The results are consistent with those from controlled clinical trials, although patients in ACCESS-EU were older and sicker."

Patients enrolled in ACCESS-EU were elderly (mean age 74 10 years) with significant baseline co-morbidities, including coronary artery disease in 63% and moderate to severe renal disease in 42%. At baseline, 85% were in NYHA Functional Class III/IV, and 53% had left ventricular ejection fraction less than 40%. Seventy-seven percent had functional mitral regurgitation, and many patients were considered at high risk for mitral valve surgery, with an average logistic EuroSCORE of 23 18%.

At one year 82% of patients treated with the MitraClip system were free from death, 79% free from mitral regurgitation grade above 2+, and 94% free from mitral valve surgery. Following treatment, the majority of patients showed significant clinical improvements, with 72% now classified in NYHA Class I/II. In addition, results reflected an improved functional capacity, with a median improvement of 60.5 meters for six-minute walk distance. Improvements in quality of life were also recorded, as shown in a median improvement of 14.0 points between baseline and one-year scores on the Minnesota Living with Heart Failure Questionnaire.

"Where the benefits of surgery do not outweigh the surgical risks, the MitraClip treatment is an important alternative for patients with mitral regurgitation," said Professor Schillinger.

As background to the study he added that mitral valve regurgitation is the most commonly diagnosed type of valvular insufficiency, affecting more than one in ten people over the age of 75 approximately 4 million people in Europe alone. Significant mitral regurgitation is a debilitating condition in which the heart's ability to function continues to deteriorate over time and may lead to heart failure, atrial fibrillation, stroke, or death. The condition has traditionally been managed with medications, which can temporarily relieve symptoms but do not address the underlying cause of the condition, or with open-heart surgery. Approximately 50% of patients are considered high risk for complications from surgery because of advanced age, significant ventricular dysfunction, or other serious co-morbidities and are denied surgery.

The MitraClip system includes a catheter-based device that is delivered to the heart through the femoral vein. The system is designed to reduce significant mitral regurgitation by clipping together the leaflets of the mitral valve.

Effect of MitraClip therapy on mitral regurgitation: Clinical and functional improvement for majority of patients at one-year in prospective observational study

Munich, Germany The percutaneous catheter-based treatment of mitral regurgitation with the MitraClip system improves symptoms and cardiac function at one-year, according to results of a prospective observational study presented here today at ESC Congress 2012.

Apple's $1 billion verdict against Samsung: What's next for consumers?

Battle between two tech giants is not over: Apple plans to call for Seoul-based Samsung to take its most popular cellphones and computer tablets off the market and is asking the judge to triple damages to $3 billion. Samsung vows to fight on to overturn the verdict.

A federal jury's verdict Friday that Samsung Electronic Co. stole Apple's technology to make and market smartphones using Google's Android software sends a warning to other companies manufacturing similar devices, the biggest marketplace threat to Apple.

"Some of these device makers might end up saying, 'We love Android, but we really don't want to fight with Apple anymore,'" said Christopher Marlett, CEO of MDB Capital Group, an investment bank specializing in intellectual property. "I think it may ultimately come down to Google having to indemnify these guys, if it wants them to continue using Android."

That's if the verdict stands. Samsung, the Seoul-based global leader among smartphone makers, vowed to fight. Its lawyers told the judge it intended to ask her to toss out the verdict.

"This decision should not be allowed to stand because it would discourage innovation and limit the rights of consumers to make choices for themselves," Samsung lead lawyer John Quinn said. He argued that the judge or an appeals court should overturn the verdict.

Apple lawyers plan to formally demand Samsung pull its most popular cellphones and computer tablets from the U.S. market. They also can ask the judge to triple the damages from $1.05 billion to $3 billion.

U.S. District Judge Lucy Koh will decide those issues, along with Samsung's demand she overturn the jury's verdict, in several weeks. Quinn said Samsung would appeal if the judge refuses to toss out the decision.

Apple Inc. filed its patent infringement lawsuit in April 2011 and engaged the country's highest-paid patent lawyers to demand $2.5 billion from its top smartphone competitor. Samsung Electronics Co. fired back with its own lawsuit seeking $399 million.

The jury on Friday rejected all Samsung's claims against Apple, but also decided against some of Apple's claims involving the two dozen Samsung devices at issue.

It found that several Samsung products illegally used such Apple creations as the "bounce-back" feature when a user scrolls to an end image, and the ability to zoom text with a tap of a finger.

The US case was the latest skirmish in a global legal battle between the two tech giants. Its outcome is likely to have ripple effects in the smartphone market. Other device makers relying on Android, the mobile operating system that Google Inc. has given for free to Samsung and other phone makers, may be more reluctant to use the software and risk getting dragged into court.

During closing arguments, Apple attorney Harold McElhinny claimed Samsung had a "crisis of design" after the 2007 launch of the iPhone, and executives were determined to cash in illegally on the success of the revolutionary device.

Samsung's lawyers countered that it was legally giving consumers what they want: smartphones with big screens. They said Samsung didn't violate Apple's patents and alleged innovations claimed by Apple were created by other companies.

Samsung said after the verdict that it was "unfortunate that patent law can be manipulated to give one company a monopoly over rectangles with rounded corners."

"This is by no means the final word in this case," Quinn said in a statement. "Patent law should not be twisted so as to give one company a monopoly over the shape of smartphones."

The jurors' determination that Samsung took Apple's ideas probably matters more to the companies than the monetary damages, Marlett said.

"I don't know if $1 billion is hugely significant to Apple or Samsung," Marlett said. "But there is a social cost here. As a company, you don't want to be known as someone who steals from someone else. I am sure Samsung wants to be known as an innovator, especially since a lot of Asian companies have become known for copying the designs of innovators."

Apple and Samsung combined account for more than half of global smartphone sales. Samsung has sold 22.7 million smartphones and tablets that Apple claimed uses its technology. McElhinny said those devices accounted for $8.16 billion in sales since June 2010.

Samsung's Galaxy line of phones run on Android, and ISI Group analysts viewed the verdict as a blow to Android as much as Samsung.

If Android lose any ground in the mobile computing market, that would hurt Google, too. That's because Google relies on Android to drive mobile traffic to its search engine and services to sell more advertising.

Google entered the smartphone market while its then-CEO Eric Schmidt was on Apple's board, infuriating Apple co-founder Steve Jobs, who considered Android to be a blatant rip-off of the iPhone's innovations.

After shoving Schmidt off Apple's board, Jobs vowed that Apple would resort to "thermonuclear war" to destroy Android and its allies.

The Apple-Samsung trial came after each side filed a blizzard of legal motions and refused advisories by the judge to settle the dispute out of court. Legal experts and Wall Street analysts had viewed Samsung as the trial's underdog. Apple's headquarters is just 10 miles from the San Jose courthouse, and jurors were picked from the heart of Silicon Valley, where Jobs is a revered technological pioneer.

A verdict came after less than three days of deliberations, surprising observers who expected longer deliberations because of the case's complexity.

While the issues were complex, patent expert Alexander I. Poltorak has said the case would likely boil down to whether jurors believed Samsung's products look and feel like Apple's iPhone and iPad.

Samsung's lawyers argued that many of Apple's claims of innovation were either obvious concepts or ideas stolen from Sony Corp. and others. Experts called that line of argument a high-risk strategy because of Apple's reputation as an innovator.

Apple's lawyers argued there is almost no difference between Samsung products and those of Apple, and presented internal Samsung documents they said showed it copied Apple designs. Samsung lawyers insisted that several other companies and inventors had developed much of the Apple technology at issue.

Apple and Samsung have filed similar lawsuits in South Korea, Germany, Japan, Italy, the Netherlands, Britain, France and Australia.

"This is not the final word in this case or in battles being waged in courts and tribunals around the world, some of which have already rejected many of Apple's claims," Samsung said in its statement.

Samsung won a home court ruling earlier Friday in the global patent battle against Apple. Judges in Seoul said Samsung didn't copy the look and feel of the iPhone and ruled that Apple infringed on Samsung's wireless technology.

But like the jury in California, South Korean judges said Samsung violated Apple's technology behind the "bounce-back" feature. Both sides were ordered to pay limited damages.

The Seoul ruling was a rare victory for Samsung in its arguments that Apple has infringed on its wireless technology patents. Samsung's claims previously were shot down by courts in Europe, where judges ruled that Samsung patents must be licensed under fair terms to competitors.

The U.S. case is one of some 50 lawsuits among myriad telecommunications companies jockeying for position in the burgeoning $219 billion market for computer tablets and smartphones.

Tip 1. Take Pictures ? Now this may sound lame, or silly. Once a week take a progress picture. Scott Tischer says the scale can lie, but pictures can not lie. You will see progress in first two weeks! Take pictures at least once a week! It works.

Tip 2. Eat more, not less- The biggest misconception out there is you need to ?Diet?. Diets simply do not work. If you diet your body goes into starvation mode and your body will store the fat because it thinks it is starving. Now eating more does not mean more cupcakes and candy bars. You need to eat the right things. Its pretty basic. No sugar(this includes alcohol), no white bread or pasta?s and the right types of fat. Sugar and high fructose corn syrup are the main problems in the food out there. If you follow Scott Tischler?s simple diet of clean protein and white rice or pasta?s you will melt the fat off. Scott also has some amazing shakes that taste like ice cream and are still healthy. He has some of them on his blog http://scotttischlerfitness.wordpress.com/. If you eat 6-8 clean meals a day and the fat will melt away.

Tip 3. Heart Rate. Most people dread Cardio. Scott designed a version of the H.I.I.T(High Intensity Interval Training), but he put his spin on it of course. The secret to H.I.I.T is you get your heart rate up real fast, take a break, then repeat. This burns fat faster then traditional cardio. Scott Tischler?s program will have you at 100% speed for 15 seconds in the beginning with a 30 second break, then repeat only 5 times. Eventually you will do 45 seconds at 100% 6 exercises in a row with no break, then repeat 2-6 times. If you start even at 10 seconds at 100% then rest even 40 and repeat 5 times the first time, that will kick start your metabolism to melt the fat off!

Tip 4. Evolution training. This is Scott?s spin on what some people call ?muscle confusion.? The difference is Scott changes his routine every other week. For example two weeks you will do 20 reps 5 sets and 5 exercises per body part. Two weeks later you will do 5 reps 6 sets and 6 exercises per body part. Then the next work out is 50 reps 2 sets 2 exercise per body part. And on and on and on. Your body will never adapt, so it will have to evolve by dropping the fat.

Tip 5. Take pictures of your food, all of it. Scott Ryan Tischler says take pictures of all the food you eat and post it to facebook, or to text it too a supportive frieind. The next time you want to eat a candy bar, or drink a soda, just think of posting it on your facebook account. Believe it or not, it seems silly, it really works. Legal luminaries slam government on non support for Horseracing ...

Like every activity in Guyana, the sport of Horseracing, although seemingly on the rise, has its fair share of problems. In fact according to some ?old timers? the sports is rapidly on the decline and probably in its worst state ever and most of that blame can be attributed to the sloth and non cooperation of the government especially the Ministry of Sports.

Recently two of Guyana?s leading brains and veteran horseracing personalities Senior Council Marcel Crawford and retired Chancellor of the Judiciary Cecil?Kennard have both blasted the Government for its non-support in?the horseracing fraternity, especially with the Government non-response to the passage of the Horseracing legislation.
Kennard, who is chairman of the Interim Management Committee (IMC) of the Guyana Horseracing authority,?stated that he does not want to be in charge of Horseracing at this time, but more involved in an advisory capacity, but the way things are going he is forced to assist.? He feels that since he has taken over at the helm things have improved.? But feels more ought to be done.
He is blaming the lack of adequate legislation as the main nuisance for the sports still not being properly administered.? Things are not to the level as it ought to be and people are still doing what they feel like, and we cannot nail them because there is no legislation he opined.
Kennard is unsure why the Government has not acted on the draft document which was handed to the Minister of Sport a long time ago, saying that its non-implementation remains the biggest concern of the IMC.
He said that he is willing at any time to lead a delegation to have an urgent meeting with the Minister of Sports to sort any hindrances. He however hopes to meet the minister soon.
The former Judge said that since the establishment of the IMC a number of things have been done including the establishment of a number of committees to help with the smooth running of the sport. He is optimistic that something will be done sooner than later.
Senior Council Marcel Crawford was more candid. Crawford is very disappointed with what passes as horseracing nowadays. He feels that things are done in a haphazard way, with plenty of indiscipline and too much greed. ?Persons do not have any concerns for the horses; they are only interested in making a profit. There are also too much doping of horses and illegal betting. The horses are doped in the open in front of everyone, even on the track.? ?He opined that persons should be charged for doping the animals, because it?s cruelty.
He feels that a lot more needs to be done if the sport is to get back to the glory days of Durban Park and in line with other Caribbean countries; this country he said is woefully behind.
His major disappointment is with the Government in that the Horseracing legislation has not been passed as yet.? He stated that he personally drafted the document and it was given to the minister of Culture Youth and Sports Dr Frank Anthony a long time ago, and since then nothing has been done. The minister he noted had given a commitment to have it tabled in Parliament.
He said that, ?For things to get better the government must come on board and work with the GHRA, they? must give concessions and? pass the legislation, which will help to regularize the sport.?
Mr. Crawford opined that Guyana can once again be the centre of Horseracing in the Caribbean, but the Government must assist, ?They cannot play this lay back game.?
He is disappointed that the Government is sitting on its hands in terms of passing the necessary legislations. ?In any country where sports are dominant the Governments play a leading role in assisting. They do not control, but assist.?? According to popular opinion, taking in the last Olympics, several small Caribbean countries did extremely well, because they spend money and have a properly organised system, but in Guyana its? only talk and politics.
Crawford also feels that there is need for a proper constituted GHRA which should lay down rules and stick to them stringently. Guyana should also have its own rules and not use other countries rules. He however said that the rules can be in line or patterned after other countries in the Caribbean.
The tracks should always be in order if that is not so the horses will not give of their best. Mr. Crawford will be even more drastic and close most of the tracks and race at one venue, this he said will control the sport. He cited Trinidad which has only one race track.
One important ingredient missing in horseracing in Guyana is the stud book. The establishment of a Stud Book with supporting records is a necessary prerequisite for affiliation to the Jockey Club of UK and other countries. ?Without a stud book our horses cannot race out of Guyana,? he affirmed.
Crawford stated that in days gone by, Guyana was the leading country when it came to Horseracing stating that persons from the Caribbean and South American use to come to Guyana and purchase horses and racehorses. Guyanese horses also used to go to other countries and win.
He said that, ?Some of the persons coming into the sport are not interested in learning to do things properly and if there are no rules things will not be done properly.?
To be involved in horse racing takes a lot of money and the cost has gone up astronomically the men emphasized.? They love horseracing and will do their bit to help it get back to previous years.? But first the government must help to pass the legislation.
